		<description>Explain how paying a fine to stop a fraud trial is different from bribing an official. Except for the fact that paying the fine is public, it looks the same to me. It also seems wrong that he can pay a fine and still say that it "is not a recognition of guilt". For that kind of coin, couldn't he have mounted a decent defense?</description>
